Ricardo José Magalhães Barros holds a bachelor’s degree in Civil Engineering (1981) from the State University of Maringá, and a postgraduate degree in Public Policy (2000) from the Federal University of Rio de Janeiro. He has more than 25 years of experience in public life. At the age of 28 years old, he was elected Mayor of Maringá (1989-1993), his hometown, becoming the youngest person that has ever taken up this role in the city. He was a Federal Representative for four terms (1995-1998, 1999-2002, 2003-2006 e 2007-2010), holding the position of leader of the government at the National Congress in 2002. Furthermore, he was the Secretary of Industry, Commerce and Mercosur Affairs at the State of Paraná, Brazil.
